Duluth City Hall is open for trick-or-treaters during the City Hall-oween event. City Hall-oween is designed to be a safe place for children to come in costume and trick-or-treat from each department housed in City Hall.
Here are some guidelines for Halloween costumes that abide by the City Hall use policy:
- No masks or items that can hide your face/identity (surgical masks used for health purposes are fine).
- No violent or offensive costumes.
- No gang references or horror characters.
- No weapons.
- No costumes that demean race, religion, nationality, gender or handicap conditions.
City Hall-oween was begun in 2019 as a way to welcome city staff to participate in decorating their work spaces at City Hall, and to invite their families, as well as families from the public, to trick-or-treat at City Hall.
