Summer of ’65: NLRB Sets Hearing in Labor Dispute
Fifty years ago — Aug. 10, 1965 — the DNT reports the National Labor Relations Board will hold a hearing on charges of unfair labor practices against six Duluth waterfront unions engaged in a labor dispute.
The charges allege that the unions have initiated a secondary boycott against Ryan, Inc., Janesville, Wis., and that they have coerced and intimidated persons connected with Ryan’s dredging project off Rice’s Point in Duluth. The hearing will be held in Duluth Sept. 14 before an NLRB trial examiner.

(International Union of Operation Engineers) locals 25 and 49 are contesting jurisdiction over work being performed by the Ryan company under a contract with the Minnesota Highway Department for dredging a portion of Interstate Highway 535. Ryan employs men of Local 49, while Local 25 contends it has jurisdiction over the project.
Since June 7, Local 25 has picketed the project and has received support from the other respondent unions. During the dispute there have been five bombing incidents — three in Duluth — connected with the Ryan project.
