Unfortunately, this is not an issue of the Ripsaw that is available through the Minnesota Historical Society’s Digital Newspaper Hub. I think I grabbed the image from an eBay listing years ago when someone was selling it. So it's not possible to read any of the story text.

The headline and subheadline to the story I believe to be the relevant one, however, reads: 

Transient venders catch easy marks at big hotels Itinerants from other cities pay neither rent nor taxes, yet sell surplus stocks to victims who should purchase at home.
