Duluth 2015 General Election Sample Ballot

I haven't been able to find any info on the third city question.  Can anyone point me in the right direction?

The minutes for the August 10, 2015 meeting have yet to be loaded to the City Council page, but here is the Agenda, as submitted by Councilor Gardener and the video of the meeting if you want to watch it.
