I swear I took this same photo maybe last summer ... and now I can't for the life of me remember where. The answer to "Who in Duluth?" is Samuel Snively, right?
That is Sam Snively. In 1934 a plaque was commission by the Swedish American League to honor the mayor for all his park and boulevard work. It was placed on the exterior of the pavilion at Lincoln Park. No doubt the plaque was stolen long ago. Here's a lousy newspaper image of it.
Mark gets it--the Lincoln Park Pavilion.
(A related anecdote: When I asked the city facilities manager who was depicted in the concrete, he said, "Han Solo.")
