As early as 2005, Ken Buehler was listed as president of the Duluth Attractions Council. From the Newsbank of DNT. No explanation on what or how it came to be.

"As a collaborative effort for Duluth Appreciation Week, the North Shore Scenic Railroad offered to donate time and money to register and build the Duluth Week Website. They aren't benefiting in any way from this event (besides the additional promotion of the event itself), just helping all the attractions to make Duluth Week possible"
