Since you titled this thread "Where in...?" without specifically mentioning Duluth, I am thinking that this life ring is not actually in the city of Duluth. If that's the case, then I have two guesses:  The tugboat named Duluth (which is where? -- Two Harbors, maybe?) or it is a picture of a picture of a life ring with "Duluth" painted on it.

It's in Duluth. I went with that title because the word "Duluth" is in the photo.

Well, a little poking around has revealed that the tug named Duluth is docked in Muskegon, MI. So I'm thinking this pick is something else. At the Marine Museum? Or, as Edge has already mentioned, hanging on the wall of some damned restaurant.

If it is an ICO perhaps the one at the corner of 21st Avenue East and London Road. I seem to recall some faux life rings on that at some point.
