Will Walleye-gate Matter?

The attempt by St. Louis County Commissioner Dennis Fink and State Senator Satveer Chaudhary to circumvent the standard Department of Natural Resources process for changing fishing regulations on the Fish Lake Resevoir has already cost Senator Chaudhary his DFL endorsement and may likely cost him his job. The question is what impact will the Fish Lake scandal have on Commissioner Fink’s bid for re-election?

But first, a quick review. Commissioner Fink and Senator Chaudhary (who represents the northern Minneapolis suburbs) are both property owners at Fish Lake. In April, Fink wrote Chaudhary asking for his assistance in raising the size limit for fish caught at Fish Lake. Because larger walleye are less tasty, the effect of such a change would be to discourage recreational fishing there. In his letter, Fink misrepresented the sentiments of Fish Lake residents regarding such a change and expressed frustration that the established DNR process for making such a change would take too long.

In response to Fink’s letter, Chaudhary used his influence to have a provision inserted in this year’s Natural Resources Bill to create a special regulation for Fish Lake. The fallout from Chaudhary’s actions resulted in the governor’s veto of the entire Natural Resources Bill, an investigation of Chaudhary by the Senate Ethics Committee, and a decision by the DFL Executive Board of his senate district to strip him of his party endorsement. Chaudhary now faces a primary challenge by a popular former DFL legislator.

Chaudhary has paid dearly for his role in this affair. What impact will it have on Dennis Fink?

I think Mr. Fink needs to feel a little more heat over this one.  A "Fink Fry" if you will.  His actions were very self serving and by circumventing the DNR and processes already in place for changing fishing regulations he basically gave a big middle finger to the rest of us.  It seems like the media outlets have treated him with a very light touch and I don't think that's right.  He deserves to take as much, if not more heat than Representative Chaudhary.  When is Fink up for re-election?

I think its a less clear case of potential conflict of interest since Fink does represent the area around Fish Lake. 

If he was acting on behalf of requests from constituents then I don't think he did anything wrong. If he misrepresented their interests then they'll have the opportunity to let him know by voting. 

One other thing: The statement that slot limits discourage fishing is BS. Most slot limits for walleye and other species are driven by angler demand. Slot limits wouldn't exist if people who fish didn't want to catch bigger fish.

Fink is up for re-election this year.  Frank Jewell is running against him.

Fink and Jewell are the only candidates in the nonpartisan District 1 race for County Commissioner, so it won't be on the Aug. 11 primary ballot. The race will be decided in November.

Dennis Fink does not represent Fish Lake.  He represents most of the central neighborhoods in Duluth, plus Kenwwod and Duluth Heights.  He owns property at Fish Lake, but it isn't part of his district.

Has anyone from PDD contacted Mr. Fink about his issue? Being that this issue has been investigated and Mr. Fink was not reprimanded one would wonder if this is just an endorsement for Mr. Jewell.

I am neutral on the county commissioners. I can't help but wonder, since Senator Chaudhary was raked over the coals, why has there been no mention of Dennis Fink's involvement? If Dennis Fink is in the same situation as Senator Chaudhary, why is he not receiving the same treatment as Chaudhary? These are questions I have that are not answered.

The controversy over the Fish Lake provision resulted in a rare rebuke of a sitting senator by a Senate ethics panel earlier this month.

The panel unanimously agreed that Chaudhary's actions violated "accepted norms of Senate behavior" and "threatened public confidence" in the Legislature.

The Senate Ethics Committee investigated Chaudhary because he's a state senator.  He was found to be in violation of Senate ethics.  The Senate Ethics committee didn't investigate Fink, however-- he's not a state senator, so it is not their business to investigate him.

Has the County Board investigated Fink's involvement?  Has the county attorney?  Has the local news media?  Has anyone?

Do the St. Louis County commissioners even have an ethics code they're supposed to follow? Based on some of the shenanigans I recall I have to think that they don't.

While the Fink/Chaudhary process was wrong at so many levels, the slot limit is right on. We fish in Canada and catch/release 700-800 fish in 4 days. An entire summer on some of our local lake yields about the same.

I'm not an expert but I don't think that there's any sort of ethics code because Fink was found to have sexually harassed his secretary but I think there was no consequence because the board didn't have the same ethics code (or any apparently?) as every other county employee. Can anyone else confirm?

Commissioner Kron put forth a strong effort to have a meaningful code of conduct, this was resisted by Fink/Nelson/Forsman/Raukar.   Consequences for unethical behavior were not something they felt should happen.   The "Code of Conduct" was discussed at length and was pretty much brought to it's knees by Keith Nelson who submitted a toothless version which the two offending commissioners and those who vote with them consistently latched on to.   It was passed and the issue silenced but the bottom line was that Dennis Fink said commissioners should only be responsible to the voters.  (shortly after that Mike Forsman reminded us that "The Voters Will Forget" and explained that voters generally only consider what happens in the weeks leading up to the election.   

Commissioner Kron narrowly lost the next election - in great part I believe because the folks didn't know who had done wrong on the board, there was talk of leering over glasses (by Dennis Fink) and Kron was the only one in the official photos with glasses!   Some people actually mentioned this as their rationale for voting for Dahlberg!   Dahlberg votes in tight accord with Nelson/Fink.   Nelson described himself at a recent board workshop as a "Range Democrat" and explained that "Range Democrats are more conservative than the most conservative Republicans"  which was kind of a surprise to me, as I'm from NE Minnesota and I'm DFL but I am not exactly a Sarah Palin fan!    

The bottom line is that the worst of the worst on the county board are up for re election this year and it's time for a cleaning of the house.    They've got lots of money,they are backed in great part by those they essentially use county money to lobby for.   

There are great candidates opposing the incumbents and any of them would be a change for the better!
